Biztalk 2004 Configuration Error

I am getting the follwing configuration error for Biztalk 2004.

An unexpected error occurred while validating the
configuration for the Single Sign-On server (The Server
service is not started.).

My environment is Windows xp sp2,Biztalk 2004, Stand alone installation.

Single Sign On I can see installed but its not i the services mmc.

Any help is appreaciated.

Make sure Enterprise Single Sign-On Service is configured
to run as is a member of the SSO Administrators group. See

the group and user accounts.
